This badge was shown in chat when a viewer cheered Bits anonymously. Rather than being granted to the viewer's own account, the cheer was posted by a Twitch system user called AnAnonymousCheerer, which carried this badge; the identity of the person cheering was hidden from the streamer and chat.
Twitch deprecated anonymous cheering in late October 2022, stating that the feature was being abused and that it was removed to ensure a safer experience for those who were negatively impacted. The badge has not appeared in chat since. Twitch never officially documented a start date for the feature.
