This badge is not earnable by viewers. It is displayed next to chat messages sent by a Twitch Extension through the Send Extension Chat Message API, identifying the message as coming from an Extension rather than a regular user.
It was added alongside the Extensions-in-Chat feature, announced on the Twitch blog in August 2018, which let developers post messages to a channel's chat directly from their Extension instead of using an IRC bot.
