This badge was one of two exclusive chat badges awarded to people who purchased the 2019 Overwatch League All-Access Pass on Twitch for $14.99. The pass went on sale on January 31 for the 2019 Overwatch League season and was removed from sale on October 14; passholders kept the badges and emotes they had unlocked.
Besides the two chat badges, the pass included the Command Center multi-view player, 200 Overwatch League Tokens, three team-themed emotes, ad-free viewing on Overwatch League channels, passholder-only chat, a merchandise discount and 500 bonus Bits for Twitch Prime members.
