This badge is a system badge shown next to messages from AutoMod, Twitch's automated chat moderation tool. It is not obtainable by users and only appears on AutoMod's own messages in chat.
AutoMod was introduced in December 2016. Streamers can configure it by selecting one of four levels, which affect how aggressively it holds back messages in the categories identity, sexual language, aggressive speech, and profanity. When AutoMod flags a message it is held back from chat, and moderators can then accept or reject it before it is shown. The badge's link points to the official Twitch blog post announcing the feature.
